Joe Rodríguez began studying flute at an early age in the Regional Conservatory of Music in Trujillo. At age 14, he gave his solo debut with the Symphonic Orchestra of Trujillo, and two years later began his studies at the National Conservatory of Music in Lima. At age 17, he performed with the National Symphonic Orchestra, later traveling to Germany to pursue studies in Detmold, Germany and learn German in the University of Paderborn. Since 1999, he has been section leader with the Symphonic Orchestra of Trujillo, and for four years taught at the Regional Conservatory Carlos Valderrama. In 2004, he founded the Arpegio Association along with Edwin and his brother, Diego. As of 2005, he is the leader of AVINA and part of the Network of Latin American Art. In February 2008, he participated in the Gathering of Symphonic Orchestra Conductors, in the same year attending the Creating Creators course in Venezuela led by the renowned National System of Youth Orchestras. In 2014, he was awarded the title of Doctor Honoris Causa by the University of Fryeburg in Germany. Joe also studied law at the University of Lima.

He is part of the group called "Niños Violinistas del Perú." Later, he studied at the "Carlos Valderrama" School of Music, which is part of the Andean Youth Orchestra. After that, he toured different countries in Latin America. He participated in the Suzuki Festival. He graduated in Business Administration. Currently, he is the member of the Symphonic Orchestra of Trujillo. he was a concertist of the Symphonic Orchestra of Trujillo - first violin (1996-2007) and in 2000, he was a soloist of that orchestra. He is co-founder and first conductor of the Orquesta de Barro. In recent years he participated in various training in Venezuela. Now, he continues to be part of the Symphonic Orchestra of Trujillo as the first violin, and he works in Arpegio as financial management.
